In accordance with section 7-6-22 of the Rhode Island General Laws, entitled "EXEMPTION FROM LIABILITY TO PARTICIPATE IN ATHLETIC SPORTS EVENTS," I hereby release Narragansett Bay Yachting Association (NBYA), its various host organizations in and around Narragansett Bay, including without limitation, Barrington Yacht Club, Bristol Yacht Club, Coasters Harbor Navy Yacht Club, Conanicut Yacht Club, Ida Lewis Yacht Club, Newport Yacht Club, East Greenwich Yacht Club, Saunderstown Yacht Club, Sakonnet Yacht Club, Wickford Yacht Club and Sail Newport (collectively the “Host Organizations”, and together with NBYA shall be referred to as the “Race Sponsors”), and any and all of the Race Sponsors’ officers, directors, trustees, agents, servants, members, volunteers and employees, from any and all claims for negligence, liability, damage, injury, loss, cost or expense, including reasonable attorneys' fees, arising by reason of bodily injury to me or loss of my personal property while I am participating in or practicing for any contest or exhibition of an athletic or sports nature held by the Race Sponsors, and hereby acknowledge and assume the risk of any bodily injury to myself or loss of my personal property while participating in or practicing for any of the Race Sponsors’ contests or exhibitions either on the water or on shore. NOTICE OF RACE

 

The Organizing Authority is the Narragansett Bay Yachting Authority

 

1.    RULES

1.1.  The race will be governed by the rules as defined in The Racing Rules of Sailing (RRS), as altered by Appendix D, Team

Racing.

1.2.  2012 PHRF-NB ratings and rules apply.

1.3.  Skippers must be members of the Yacht Club or Sailing Association represented. A non-member crew may not be helmsman while racing. The following crew requirements govern:

All yachts MUST have a crew of 50% members of the Yacht Club or Sailing Association that they represented.

 

2.    ADVERTISING

2.1.  ISAF Advertising Regulation 20 will apply; advertising is restricted as published by that regulation.

2.2.  Boats may be required to display event advertising as permitted by Regulation 20

 

3.    ELIGIBILITY and ENTRY

3.1.  Eligible Clubs / Associations may enter by completing the entry form on-line. It can be found in the NBYA store

under regatta registration at  www.nbya.org. The deadline for registration is 1200, September 20th, 2012 with the entry fee of $75.00 per event (Swanson and Bay Cups) per Yacht Club or Sailing Association represented. A valid 2012 phrf-nb.org/"> PHRF-NB rating certificate is required for each yacht. All entries must be approved by the executive board of the NBYA.

 

4.    TEAMS:

4.1.  Each team shall consist of three yachts. The cumulative PHRF ratings shall be equal to or greater than 305.

4.2.  Each team may use up to two (2) boats per manufacturer, but not the same length. For example, your team could include a J/24 & a J/30, but not two J/24s.

4.3.  All yachts will start together in one class.

4.4.  This regatta will be sailed with spinnakers.

4.5.  Team flags or yacht club burgees shall be flown from the backstay of each boat.

 

5.    SCHEDULE

5.1.  Sunday, September  23, 2012, 1200 hours - Warning signal for the 1st race.

 

6.    SAILING INSTRUCTIONS

6.1.  Sailing Instructions will be available no later than September 20, 2012, on the NBYA Senior racing page at  www. nbya.org

 

7.    VENUE

7.1.  Racing will be held in the vicinity of Ohio Ledge, Upper Narragansett Bay. Race Committee will be organized by the Barrington

Yacht Club.

 

8.    COURSES

8.1.  Drop mark windward-leeward courses. Courses will be further defined in the sailing instructions.


9.    PROTESTS

9.1.  Protesting yachts must comply with Rules 60 and 61. Appendix D2 does not apply, this changes Appendix D

Written protests must be delivered to the HOST YACHT CLUB no later than 2000 hours on Monday following the race. The protest hearing will be held at the Host Yacht Club at 1900 hours on the Wednesday following the race.

 

10.  SCORING

10.1. The race committee will run a maximum of 2 races.

10.2. Low point scoring will be used based on corrected time finishes. Appendix D3 of the Racing Rules will apply

except that each yachts total score will be the sum of her scores for all races. No throw out races will be

allowed.

10.3. If a team enters less than three yachts the non-starters will be scored DNS.

10.4. The lowest point total earned by a team will determine the winning team.

 

11.  PRIZES

11.1. First Place.

 

12.  LIABILITY and MEDIA

12.1. Competitors and teams participate in this regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing Authority, Host Club, Volunteers, Sponsor (s) will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.  Attention is also drawn to ISAF Offshore Special Regulation 1.02, "Responsibility of the Person in Charge", as well as the "waiver and release of liability" as stated on the entry form.

12.2. In participating in this regatta, a competitor automatically grants to the Organizing Authority, the organizing

committee, and sponsors of the regatta the right in perpetuity to make, use and show at their discretion any motion pictures, still pictures and live, taped or filmed television and other reproductions of him or her during the regatta, and of all his or her material related to the regatta, without compensation.

 

13.  RADIO COMMUNICATIONS & ELECTRONICS

13.1. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones, PDA's, or other smart devices. All boats are required to monitor the RC VHF channel as defined in the sailing instructions.

NOTICE OF RACE

 

The Bay Cup Challenge will be held in conjunction with the Swanson Team Race on September 23, 2012. Yacht Clubs which have already entered a team for the Swanson Cup are invited to enter a separate team for the Bay Cup Challenge. All NBYA Yacht Clubs and Racing Associations are eligible to participate in the event.

 

 

SIMPLE RULES:

 

 

I.        Skippers must be members of the represented club or organization. This is a good race to include active non- member racers at your club!

II.        Three (3) boats per team. phrf-nb.org/"> PHRF-NB non-spinnaker ratings must be greater than or equal to 365 for the team.

III.        Up to two (2) boats per manufacturer, but not the same length. For example, your team could include a J/24 & a

J/30, but not two J/24s.

IV.        Team flags or yacht club burgees shall be flown from the backstay of each competing yacht.

SAILING INSTRUCTIONS

1.      Rules: The regatta will be governed by the rules as defined in the current Racing Rules of Sailing as altered by Appendix D, Team Racing

2.      Eligibility: Eligible boats may be entered by completing registration with the Narragansett Bay Yachting Association as described in the Swanson Cup / Bay Cup 2012 Regatta Notice of Race.

3.      Notices: Notices to competitors and amendments to the sailing instructions will be posted on the Official Notice Board located at the Barrington Yacht Club and will be broadcast over VHF channel 72 in the racing area at approximately ½ hour before the Warning Signal. Any change in the Schedule of Races will be posted by 2000 on the day before it will take effect on both the Official Message Board and, if possible, on the NBYA web site, http://www.nbya.org. The Race Committee may also use code flag Lima to call attention to an announcement on the radio.

4.      Schedule of Races:

4.1.   There are two scheduled races for each class on Sunday, September 23, 2011.

4.2.   Time of first warning signal 1200

4.3.   The Swanson Cup teams will start first.

4.4.   The Bay Cup teams will start second.

4.5.   The race committee may elect to use rolling starts

4.6.   The second race shall be started shortly after the completion of the prior race.

4.7.   It is the intent of the Race Committee to run two races. No flag will be used to indicate a second race.

4.8.   No race shall be started after 1600 hours.

5.      Racing Area – In the Vicinity of the Ohio Ledge Buoy, north of Prudence Island. To avoid grounding by deep draft competitors, the starting or finishing area may be moved. Competitors with a deep draft are invited to so inform the race committee when registering for the race.


 

6.      Courses:

6.1.   Courses will be set in accordance with Appendix A

6.2.   The Race Committee will display the course on a course board.

6.3.   The Race Committee will display the approximate distance and bearing to the first mark on a course board. The committee shall also display the course designation as defined in Appendix A.

6.4.   If an offset is to be used at the windward mark by adding “O” to the posting

6.5.   If the leeward mark is a gate, by adding “G” to the posting

6.5.1.      If a gate is indicated,  all yachts shall pass between the gate marks from the direction of the previous mark, leaving one mark to port and the other mark to starboard.  If only one mark is in the water, it shall be left to port.

7.      Marks:

7.1.   Marks 1, 1a (if used) and 2 will be inflated orange marks.

7.2.     The start/finish marks will be “high flyer” pins.

7.3.   A new mark, in accordance with Paragraph 9, Change of the Next Leg of the Course, will be an inflated yellow mark.

8.      The Start:

8.1.   Each yacht is requested to sail past the race committee boat's stern before the first warning signal and identify herself to the Race Committee and receive acknowledgment.

8.2.   The start shall be in accordance with Rule 26. The Class Flags are as follows:

8.3.   The start line will be between a halyard displaying an orange flag on the Race Committee signal boat and the start mark.

8.4.   After the first warning signal, yachts whose warning signal has not been made shall keep clear of the starting area.

8.5.   A yacht starting more than ten minutes after her starting signal will be scored DNS.

9.       Change of the Next Leg of the Course

9.1.   To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

9.2.   Change of course for the next leg will be signaled in accordance with Rule 33.

10.  The Finish: The finish line will be between a halyard displaying an orange flag on a Race Committee Boat and the finish mark.

11.  Time Limit:  If no boat in a division has finished within 2 hours of its Start the race will be abandoned.

12.  Protests:

12.1.  In addition to the requirements of Rule 61, protesting yachts must notify the Race Committee of their intention to protest immediately after finishing the race in which the alleged infringement occurred, or as soon as practicable if the protesting yacht does not finish.

12.2.  Protests shall be written and submitted to the Barrington Yacht Club no later than 2000 hours on Monday following the race of the event.

12.3.  The protest hearing will be held at the Barrington Yacht Club at 1900 hours on the Wednesday following the race. 

13.  Scoring: Scoring is as defined in the NBYA 2011 Team Race Championship Notice of Race.

14.  Penalties: The penalty system as described in Rule 44.1 will apply

15.  Prizes: Awards for each regatta will be presented at the NBYA Fall Awards Dinner.

16.  Safety/Notes:

16.1.  The Narragansett Bay race area is considered a “Restricted channel” for commercial traffic restricted in its ability to maneuver.  In accordance with the preamble to Part 2, Race event participants must understand that they are subject to the Navigation Rules of the Road (COLREGS) between their vessel and one NOT racing. Participants do not automatically become "stand-on" or "privileged vessels" by virtue of participation in a marine event.

16.2.  Disposal of Trash: A competitor disposing of trash overboard may be protested only by the Race Committee or Protest Committee

16.3.  All times herein are Eastern Daylight Savings Time, (UTC/GMT -4)).
