NOTICE OF RACE

Host: 

BARRINGTON YACHT Club

Sunday, September 18, 2011

 

 1.  Eligibility:

1.1 Each member Yacht Club or Sailing Association of NBYA may enter one team consisting of three yachts.

1.2 Skippers must be members of the Yacht Club or Sailing Association represented. A non-member crew may not be helmsman while racing. The following crew requirements govern:

All yachts MUST have a crew of 50% members of the Yacht Club or Sailing Association that they represented.

2.   Entry:

               The entry form must be completed and signed by a flag officer of the Club or Association represented and be received by NBYA, P.O. Box 73, Bristol, RI 02809 by 1700 hours on September 15, 2011 along with the entry fee of $75.00 made out to NBYA. A valid 2011  PHRF-NB rating certificate is required for each yacht. All entries must be approved by the executive board of the NBYA. Copies of the Entry Form  are available on the web at www.NBYA.org .

 

3.   RULES: - The following shall govern the Team Race.

3.1 The Racing Rules of Sailing 2009-2012  as altered by Appendix D-Team Racing Rules will apply.

3.2  Any amendments will be posted on the official notice board at the Barrington Yacht Club.

3.3 Scoring penalty Rule 44.3 shall apply Boats must provide there own penalty flag

4.   RATING RULE:

      Yachts will be handicapped under PHRF by PHRF of Narragansett   using Time-on-Distance scoring.

 

5.   TEAMS:

5.1 Each team shall consist of three yachts. The cumulative PHRF ratings shall be equal to or greater than 305.

5.2 Each team may use up to two (2) boats per manufacturer, but not the same length. For example, your team could include a J/24 & a J/30, but not two J/24s.  

5.3 All yachts will start together in one class.

5.4 This regatta will be sailed with spinnakers.

       5.5 Team flags or yacht club burgees shall be flown from the backstay of each boat.

                                        

6.   GENERAL INFORMATION:

6.1 Sailing Instructions and scratch sheets will be sent to each team via the Team Captain prior to the race.

6.2 The warning signal for the first race will be made at 1200 hours.

6.3   Schedule;

6.2.1 Warning signal and last race;

            1200 hours:   Warning Signal for the first race for each day

            1600 hours:   No race will be started after this time

 

6.3.2 A maximum of two (2) races per day are scheduled based on the conditions, 

       6.4.    Sailing Instructions:

       Sailing Instructions may be available online at www.NBYA.org at least three      days prior to the event.  Those unable to obtain a copy online may pick up a printed copy at the NBYA office during posted business hours, after the online version is made available...

 

 

7.    Racing Area:

      The racing area shall be in the vicinity of the Ohio Ledge in Narragansett Bay  

8.   SCORING:

7.1 Low point scoring will be used based on corrected time finishes. Appendix D3 of the Racing Rules will apply except that each yacht’s total score will be the sum of her scores for all races. No throw out races will be allowed.

7.2 If a team enters less than three yachts the non-starters will be scored DNS. The lowest point total earned by a team will determine the winning team.

9.   PROTESTS:

8.1 Protesting yachts must comply with Rules 60 and 61. Appendix D2 does not apply, this changes Appendix D

 

 

8.2 Written protests must be delivered to the HOST YACHT CLUB no later than 2000 hours on Monday following the race. The protest hearing will be held at the Host Yacht Club at 2330 hours on the Wednesday following the race.

10. PRIZES:

      Prizes will be awarded at the NBYA Awards Banquet  

 

 

11. RACE COMMITTEE:

      The Race Committee for this event will be provided by the Barrington Yacht Club.

12.    Disposal of Waste or Trash:

Boats observed discharging trash over the side shall either be disqualified, with a hearing, from all races sailed on the day the infraction is observed or be subject to other suitable disciplinary action, or both.

 

13.    Safety Reminder:

A reminder to competitors:  Narragansett Bay is a restricted channel and sailing vessels do not have the right of way over a vessel under power which may be restricted in her ability to maneuver.

 

14.     Disclaimer of Liability:

Competitors participate in the regatta entirely at their own risk.  See rule 4, Decision to Race.  The organizing authority and the host yacht club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

The Bay Cup Challenge will be held in conjunction with the Swanson Team Race on September 18, 2011. Yacht Clubs which have already entered a team for the Swanson Cup are invited to enter a separate team for the Bay Cup Challenge. All NBYA Yacht Clubs and Racing Associations are eligible to participate in the event.  

SIMPLE RULES:

I.      Skippers must be members of the represented club or organization. This is a good race to include active non-member racers at your club!

II.     Three (3) boats per team. PHRF-NB non-spinnaker ratings must be greater than or equal to 365 for the team.

III.    Up to two (2) boats per manufacturer, but not the same length. For example, your team could include a J/24 & a J/30, but not two J/24s.

IV.   Team flags or yacht club burgees shall be flown from the backstay of each competing yacht.

SAILING INSTRUCTIONS

1.      Rules: The regatta will be governed by the rules as defined in the current Racing Rules of Sailing (RRS) as altered by Appendix D – Team Racing Rules, the Notice of Race, these Sailing Instructions, and any amendments thereto.

2.      Eligibility: Eligible cruising class yachts may be entered by completing registration with the Narragansett Bay Yachting Association as described in the Swanson Cup / Bay Cup 2010 Regatta Notice of Race.

3.      Notices: Notices to competitors and amendments to the sailing instructions will be posted on the Official Notice Board located at the Barrington Yacht Club and will be broadcast over VHF channel 72 in the racing area at approximately ½ hour before the Warning Signal. Any change in the Schedule of Races will be posted by 2000 on the day before it will take effect on both the Official Message Board and, if possible, on the NBYA web site, http://www.nbya.org. The Race Committee may also use code flag Lima to call attention to an announcement on the radio.

4.      Signals: The Race Committee may, as courtesy, broadcast announcements on the radio concerning starting sequences, premature starters, course changes, abandonment, or any other topic.  These may not be used as a reason for redress.

5.      Schedule of Races:

5.1.       There are two scheduled races for each class on Sunday, September 18, 2011.

RACE DAY         TIME OF FIRST WARNING SIGNAL

The Swanson Cup teams will start first. The Bay Cup teams will start second. The race      committee may or may not elect to use rolling starts

The second race shall be started shortly after the completion of the prior race.

5.2.       It is the intent of the Race Committee to run two races. No flag will be used to indicate a second race..

 

6.      Racing Area – In the Vicinity of the Ohio Ledge Buoy, north of Prudence Island. To avoid grounding by deep draft competitors, the starting or finishing area may be moved. Competitors with a deep draft are invited to so inform the race committee when registering for the race.

7.      Courses:

7.1.       The Race Committee will display the course on a course board.

7.2.         Windward - Leeward courses:

7.2.1.      Course Configurations:

7.2.2.      The Race Committee will display the approximate distance and bearing to the first mark on a course board. The committee shall also display the course designation as defined in 7.4.1. For example:

7.2.3.     All marks shall be left to port.

7.2.4.      Marks:

7.2.4.1.            Marks 1, 3, will be inflated orange marks.

7.2.4.2.            The start/finish marks will be “high flyer” pins.

7.2.4.3.            A new mark, in accordance with Paragraph 10, Changes in Course after the Start, will be an inflated yellow mark.


8.      The Start:

8.1.       Each yacht is requested to sail past the race committee boat's stern before the first warning signal and identify herself to the Race Committee and receive acknowledgment.

8.1.1.      The start shall be in accordance with Racing Rule 26. The Class Flags are as follows:

8.2.       The start line will be between a staff displaying an orange   flag on the Race Committee signal boat and the start mark. The Race Committee may deploy a "Keep Off" buoy tethered to the race committee boat. This buoy is to be regarded as an integral part of the committee boat.

8.3.       After the first warning signal, yachts whose warning signal has not been made shall keep clear of the starting area.

8.4.       A yacht starting more than ten minutes after her starting signal will be scored DNS.

8.5.       No race shall be started after 1600 hours.

9.      Recalls:

9.1.       Individual recalls will be made in accordance with Racing Rule 29.1.

10.  Changes in Course after Start – Set Mark Courses:

10.1.   In the event of a wind shift after the start the Race Committee may lay a new mark and lift the original mark as soon as practicable. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration.

10.2.   A change of course will be signaled near the mark beginning the leg being changed, by a race committee boat that will display the bearing to the new mark on a course board with a periodic sound signal. The change will be signaled before the leading yacht has begun the leg, although the new mark may not yet be in position.

10.3.   If a subsequent change of course occurs and the new mark is replaced, it will be replaced with an original mark.

11.  Shortening or Abandoning After the Start

11.1.   As per rule 32

12.  The Finish: The finish line will be between a staff displaying an orange flag on a Race Committee Boat and the finish mark. The keep-off buoy described in Paragraph 8.3 may be used at the finish as well.

13.  Time Limit:

                If no boat in a division has finished within 2 hours of its Start the race will be abandoned.  

14.  Protests:

14.1.   In addition to the requirements of Rule 61, protesting yachts must notify the Race Committee of their intention to protest immediately after finishing the race in which the alleged infringement occurred, or as soon as practicable if the protesting yacht does not finish.

14.2.   Protests shall be written and submitted to the Barrington Yacht Club no later than 2000 hours on Monday following the race of the event.

14.3   The protest hearing will be held at the Barrington Yacht Club at 1930 hours on the Wednesday  following the race.  This is a change from the NOR.

15.  Scoring: Scoring is as defined in the NBYA 2011 Team Race Championship Notice of Race.

16.  Penalties: The penalty system as described in RRS 44.1, will apply

17.  Prizes: Awards for each regatta will be presented at the NBYA Fall Awards Dinner.

18.  Facilities: Please contact the Narragansett Bay Yachting Association at 401-289-2275 or the Barrington Yacht Club for information regarding moorings, dinghy dock, ice, etc. Some moorings (1st come, 1st served), slips, dinghy docks, launch service, and an anchorage may be available.

19.  Disposal of Trash: Yachts discharging trash overboard shall be disqualified from all races on the day of discharge.

20.  Notes:

20.1 Narragansett Bay and approaches to the Providence River are considered a "restricted channel" for commercial traffic and vessels in the navigation channel restricted in their ability to maneuver. Sailors must comply with the International COLREGS when in such proximity to commercial or privileged marine traffic. Yachts that obstruct the safe passage of commercial traffic are subject to protest under RRS. A violation under this instruction shall be considered a violation of Rule 2, (Fair Sailing). The Race Committee, upon the report of information, or observation of an incident SHALL protest a yacht. This is in addition to the requirements of RRS 60.2 and the Preamble to RRS Part 2.

20.2 All times herein are Eastern Daylight Savings Time, (UTC/GMT -4)).
