PHRF & ONE DESIGN REGATTA

Sailing Instructions

 

  1. RULES
    1. The regatta(s) will be governed by The Racing Rules of Sailing (RRS) .  The following additional documents govern the regatta: a completed online Entry Form and Waiver of Liability Form which is acknowledged as part of online entry form submission.
    2. Protest flags (red flags) code flag ‘B’ are required for all classes.  This changes Rule 61.1(a).

 

2.     NOTICES TO COMPETITORS

a.       Notices to competitors will be posted on the official notice board located at the Newport Yacht Club and online via the NBYA Forum in the thread where the race documents are posted.

 

3.     CHANGES TO SAILING INSTRUCTIONS

a.       Changes to sailing instructions will be posted before 0900 on the day it will take effect, except any change to the schedule of races will be posted by 2000 on the day before it will take effect.

 

4.     SIGNALS MADE ASHORE

a.       Signals made ashore will be displayed at the Newport Yacht Club, on the main flag pole.

b.      When AP is displayed ashore, “1 minute” is replaced with “not less than 45 minutes” in the Race Signal AP.

 

5.     SCHEDULE OF RACES

a.       Three races are scheduled

b.      First signal shall be at 1200

c.       No warning signal will be made after 1600

 

6.     RACING AREAS

a.       Rendezvous is in the area of Half Way Rock south of Prudence Island


7.     CLASS FLAGS

a.     Class flags are as follows:

                                                              i.      J-30                                                     Number 1

                                                            ii.      PHRF Spinnaker                                 Number 3

                                                          iii.      PHRF non Spinnaker                          Number 5

                                                          iv.      Double handed                                   Number 7

b.       For all competitors the class flag shall be displayed from the backstay, at least higher than the skipper’s head, when standing at the helm. This is not protestable by competitors

c.       Boats are required to check in by passing by leeward to windward on the starboard side of the signal boat.

 

8.     COURSES

a.       Courses will be either Windward-Leeward, Triangle or Government marks

b.       No later than the warning signal the circle race committee signal boat will display the course,

                                                              i.      The number of legs of the course

                                                            ii.      The approximate bearing of the first mark ( in degrees Mag.) and

                                                          iii.      The approximate distance to that mark (Nautical Miles).

c.       Course indicators are

                                                              i.      Windward – Leeward             W

                                                            ii.      Triangle                                   T

                                                          iii.      Number after course indicator is number of legs.

d.      Example

                                                              i.      For a windward-Leeward course, twice around, with the windward mark at 205 degrees magnetic and 1.5 nautical miles:

e.       There may be different courses for different classes.  If so, the course board will so indicate.

f.       The general outline of the courses to be used is:

Wind

1u            i           

Course T:         1, 2, Finish

 

Course W2:      1, Finish                                   2u  

 

Course W3:      1, 3, Finish at 1.

 

Course W4:      1, 3, 1, Finish                                                   3u

 

Pin (start)            a Committee Boat - - Pin (finish)

 

g.      If a distance race is selected for PHRF non-spinnaker, the exact course, using        government marks will be displayed.

                                                              i.       For example: 

R12  Rose Island

 

 

9.     Marks

a.       All turning marks will be orange tetrahedrons.

                                                              i.       For a distance Race, IF selected, marks shall be government marks.

b.      The Starting mark will be an orange tetrahedron.

c.       The Finish mark will be a yellow cylinder.

 

10.                         START AND FINISH

a.       All starts will be in accordance with Rule 26.

b.      The starting line will be between the orange flag on the signal boat and the starting mark, which will be to port of the signal boat facing to windward.

c.       The finish line will be between the blue flag on the signal boat and the finish mark to starboard of the signal boat facing to windward.

d.      Order of starts will be at the discretion of the Race Committee and announced before the warning signal.

         

  1.  RECALLS
    1. Individual Recalls:  The Race Committee will attempt to hail sail numbers of premature starters.  Recalls may also be announced on VHF Channels as described in paragraph 16.b below.  The delay, failure to hail or broadcast the individual sail number of recalled boats shall not be grounds for redress.  Failure to hear said hail or broadcast shall not be grounds for redress.  This changes RRS 62.

 

12.                         PENALTY SYSTEM

a.       The one or two-turns penalty, rules 44.1 and 44.2 will apply.  This changes “NOR paragraph 9.1."  

b.      If a penalty is taken, this will be communicated to the Race Committee upon finishing and continued until acknowledged by the Race Committee.

 

  1.  CHANGE OF THE NEXT LEG OF THE COURSE
    1. To Change the next leg of the course, the race committee will move the original mark to the new location or lay a new mark, identical to the original, and remove the original mark as soon as practicable, or move the finish line as required.

 

  1. TIME LIMITS
    1. The time limit for each race shall be 2 hours.
    2. All boats finishing more than 30 minutes after the first finisher in its class shall be scored DNF.

 

  1. PROTEST AND REQUESTS FOR REDRESS
    1. Protest forms will be available at the protest desk at the Newport Yacht Club  or on line at nbya.org
    2. The protest time limit is by 2100 hours Protests may be filed at the Newport Yacht club or on line with Roger.Carney@nbya.org

 


 

  1. SCORING
    1. Scoring shall be in accordance with Appendix A of the RRS
    2.  There are no throw outs
    3.  One race for each class shall constitute a regatta.

 

  1. SAFTY AND MISCELLANEOUS
    1. The Narragansett Bay race area is considered a “Restricted channel” for commercial traffic restricted in its ability to maneuver. Sailors must comply with the International COLREGS when in proximity to commercial or privileged marine traffic. The Race Committee or Protest Committee, upon the report of information or observation of such an incident shall protest a yacht. This is in addition to the requirements of RRS 60.2 (a) and the preamble to Part 2
    2. All competitors shall maintain an active listening watch on VHF radio channel 72 from the time of their approach to the race area until they depart the race area. (Race area shall be the area within 5 miles of the rendezvous location and all marks).
    3. Any competitor disposing trash into Narragansett Bay shall be protested ONLY by the race committee or protest committee.  This changes RRS 60.2 and 60.3

For south bay boats remember that tomorrow morning is the annual Save The Bay Swim across Narragansett Bay  and the bay will be closed between the Newport Bridge and a line approximately  one mile north.  The closure starts at 7:30 am and ends at 10:15am.  The NOAA marine prediction is for "Variable winds less than 5 kt becoming SSW 5 to 8 kt in the morning. A slight chance of showers and thunderstorms after noon. Seas 1 ft or less"
