NOTICE OF RACE

With Amendment 1 Changes


This event is being run under the authority of the Narragansett Bay Yachting Association (NBYA) and the NBYA One Design Program.

1. Rules:

1.1 The regatta(s) will be governed by the The Racing Rules of Sailing (RRS) 2009-2012. The following additional documents govern the regatta: a completed online Entry Form and Waiver of Liability Form which is acknowledged as part of online entry form submission.

1.2 Protest flags (red flags) code flag ‘B’ are required for all classes. This changes Rule 61.1(a).

2. Advertising:
Advertising is restricted as per ISAF Regulation 20, but boats may be required to display advertising of event sponsors as permitted by Regulation 20

3. Eligibility and entry:
3.1 This regatta is open to all boats with a valid 2010 PHRF-NB rating certificate and for one-design, those classes that have at least five boats registered to race by the entry deadline. The registration deadline for all classes is noon, Wednesday 21 July. It is anticipated that the following classes will have sufficient registered participants for one-design and PHRF races;

J/30, J/24
PHRF Spinnaker
PHRF Non Spinnaker
PHRF double handed

3.2 Each skipper is responsible for ensuring that his or her boat is in compliance with the relevant class rules.

3.3 Entry is not considered complete unless accompanied by the appropriate entry fee .

3.4 Eligible boats may enter by completing the entry form on-line at http://nbya.org/shop/category.aspx?catid=5 to be received at NBYA by the deadline with the required entry fee. NBYA reserves the right to accept late entries that meet the original eligibility requirements subject to a $ 20.00 late fee. NBYA Membership Applications are available on the web at http://nbya.org/shop/category.aspx?catid=4.

4. Required Fees: The entry fee is thirty five dollars ($35.00) per boat (Thirty dollars ($30.00) for members of US Sailing)

5. Schedule;

5.1 Warning signal and last race;
1200 hours: Warning Signal for the first race for each day
1630 hours: No race will be started after this time

5.2 A maximum of three (3) races per day are scheduled based on the conditions, of which one (1) will constitute a series for the purposes of awarding prizes. A distance race may be run for PHRF non spinnaker classes and any other classes.

6. Sailing Instructions:
Sailing Instructions may be available online at http://nbya.org/phpbb3/viewtopic.php?f=3&t=132#p277 at least three days prior to the event. Those unable to obtain a copy online may pick up a printed copy at the NBYA office during posted business hours, after the online version is made available.

7. Racing Area:
The racing area shall be in the vicinity of the Halfway Rock in Narragansett Bay North of Gould Island. It is anticipated there will be two race circles established to accommodate the various one design classes and PHRF entrants.

8. Courses:
The courses and starting system will be included in the Sailing Instructions.

9. Scoring:
The Low Point Scoring System Appendix A2 of the Rules will apply.

10. Prizes:
Awards will be awarded for the first three places in each class at the NBYA Senior awards banquet

11. Disposal of Waste or Trash:
Boats observed discharging trash over the side shall either be disqualified, with a hearing, from all races sailed on the day the infraction is observed or be subject to other suitable disciplinary action, or both.

12. Safety Reminder:
A reminder to competitors: Narragansett Bay is a restricted channel and sailing vessels do not have the right of way over a vessel under power which may be restricted in her ability to maneuver.

13. Disclaimer of Liability:
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority and the host yacht club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

SAILING INSTRUCTIONS

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

2 COMMUNICATIONS
2.1 All competitors shall monitor VHF Channel 72 for all communication as described in
SI 5 and 12. Competitors are urged to monitor RC radio communication at all times as the RC may attempt to give competitors advanced warning of upcoming starting sequences, safety broadcasts and schedules. Failure to hear any RC transmission shall not be grounds for a request for redress by a competitor. This changes RRS 62.1.
2.2 All competitors shall maintain an active listening watch on VHF Channel 72 from the time of their approach to the race area until they depart the race area. (Race area shall be the area within 5 miles of the rendezvous location and all marks).

3 NOTICES TO COMPETITORS
3.1 Notices to competitors will be posted on the official notice board located at the Bristol Yacht Club and online via the NBYA Forum in the thread where the race documents are posted.

4 CHANGES TO SAILING INSTRUCTIONS
4.1 Changes to sailing instructions will be posted before 0900 on the day it will take effect, except any change to the schedule of races will be posted by 2000 on the day before it will take effect.


5 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed at the Bristol Yacht Club, on the main flagpole.
5.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 45 minutes’ in race signal AP. This changes Race Signal AP.

6 SCHEDULE OF RACES
6.1 Three races are scheduled for J/30 Class and two races for all other classes.
6.2 The first warning signal shall be at 1200
6.3 No warning signal will be made after 1630
6.4 Subsequent races will be held as soon as practicable after the end of the previous race.

7 CLASS FLAGS
7.1 The class flags (and order of the first start) shall be as follows.
12 meter Numeral Pennant 1
J/30 Class Numeral Pennnant 2 or J/30 Flag
PHRF Spinnaker Numeral Pennant 3
PHRF non Spinnaker Numeral Pennant 5
Note that the race committee will fly multiple pennants simultaneously if any class starts are combined.
7.2 For all competitors, the class flag shall be displayed from the back stay, at least higher than the skipper’s head, when standing at the helm.

8 RACING AREAS
8.1 Rendezvous is in the area of Half Way Rock.

9 THE COURSES
9.1 Courses will be either Windward-Leeward, Triangle or Government marks per South Bay race chart.
9.2 The diagram in Attachment 1 shows the course configurations for Windward-Leeward and Triangle courses, including the approximate angles between legs. All marks left to port.
9.3 The following information will be displayed on a board on the RC signal boat:
• the course designation;
• the approximate distance (in nautical miles) from the starting line to mark 1;
• the approximate compass bearing from the starting line to mark 1.

9.4 Gates and offset marks shall not be used.
9.5 If a distance race is selected for PHRF non-spinnaker, the exact course, using government marks will be displayed using the 2009-2012 South Bay Race Chart designations for marks.

10 MARKS
10.1 For Windward-Leeward and Triangle courses, all turning marks will be orange tetrahedrons.
10.2 For a distance Race, if selected, marks shall be government marks.
10.3 The Starting mark will be anr orange tetrahedron.
10.4 The Finish mark will be a yellow cylinder.
10.5 New marks, as provided in SI 13, will be yellow inflatable marks.

11 THE START
11.1 The starting line will be between the staff from which an orange flag is displayed on the RC Signal Boat and the course side of the starting mark. The starting line will be on the port side of the signal boat (relative to the course axis).
11.2 Order of starts will be at the discretion of the Race Committee and announced before the warning signal.
11.3 The race committee may deploy a “keep off” buoy, temporarily attached to the Signal Boat.
11.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS 63.1, A4.1 and A5.

12 RECALLS
12.1 The race committee will hail the sail numbers of OCS boats after the starting signal. Such hails will be made on VHF Channel 72.
12.2 The failure of a boat to hear the hail, the hail of some but not all OCS boats, or the untimely hail of some or all OCS boats shall not be grounds for a request for redress by a competitor. This changes RRS 62.1.

13 CHANGE OF THE NEXT LEG OF THE COURSE
13.1 To change the position of the next mark, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

14 THE FINISH
14.1 The finish line will be between a staff displaying a blue flag on a race committee boat and the course side of the finish mark. The finish line will be on the starboard side of the race committee boat (relative to the course axis).

15 PENALTY SYSTEM
15.1 For all classes, the Scoring Penalty of RRS 44.3 will apply.
15.2 If a penalty is taken, this will be communicated to the Race Committee upon finishing and continued until acknowledged by the Race Committee.


16 TIME LIMIT
16.1 The time limit for each race shall be 2 hours.
16.2 All boats finishing more than 30 minutes after the first finisher in its class shall be scored Did Not Finish without a hearing. This changes RRS 35, 63.1, A4.1 and A5.

17 PROTESTS AND REQUESTS FOR REDRESS
17.1 Protest forms will be available at the protest desk at the Bristol Yacht Club.
17.2 The protest time limit is 90 minutes after the signal boat has docked.
17.3 Requests for scoring review (including OCS) shall be filed within the protest time limit on forms available at the Protest Desk. Such requests will be reviewed by the Race Committee before being scheduled for hearing by the protest committee. If unresolved, they shall be considered a Request for Redress and will be considered to have met the protest time limit. This changes RRS 63.1.
17.4 A list of protests will be posted on the official notice board within 20 minutes of the end of protest time. This posting constitutes the notification required by RRS 61.1(b) and 63.2.
17.5 Boats are not permitted to protest alleging a breach of SI 7.2 or 19. Penalties for these breaches may be less than disqualification if the protest committee so decides. This changes RRS 60.1(a).

18 SCORING
18.1 The Low Point scoring system of RRS Appendix A will apply.
18.2 There are no throw outs.
18.3 One (1) race is required to be completed to constitute a series.

19 SAFETY AND MISCELLANEOUS
19.1 A boat that retires from a race shall notify the race committee as soon as possible.
19.2 The Narragansett Bay race area is considered a “Restricted channel” for commercial traffic restricted in its ability to maneuver. Sailors must comply with the International COLREGS when in proximity to commercial or privileged marine traffic. The Race Committee or Protest Committee, upon the report of information or observation of such an incident shall protest a yacht. This is in addition to the requirements of RRS 60.2 (a) and the preamble to Part 2.
19.3 Boats shall not put trash in the water.

20 PRIZES
Prizes will be given as described in the NOR.

Race Chart for NBYA Top Gun Regatta 24 July 2010

NBYA Racers. The 2009-2012 South Bay Race Chart will be used to designate government marks per the SI. This chart is available at Sail Newport. For those who raced in the Leukemia Cup, it was provided to you in your skipper bag.
