NOTICE OF RACE

AMENDMENT #1



This event is being run under the authority of the Narragansett Bay Yachting Association (NBYA), the NBYA One Design Program, and the West Bay Yacht Club

This Amendment is for the combined race and replaces both Notices of Race in their entirety for this date and event only.

1. Rules:

1.1. The regatta(s) will be governed by the The Racing Rules of Sailing (RRS) 2009-2012. The following additional documents govern the regatta: a completed online Entry Form and Waiver of Liability Form submitted under the forms required for either race before combining which is acknowledged as part of online entry form submission.

1.2. Protest flags (red flags) code flag ‘B’ are required for all classes. This changes Rule 61.1(a).

2. Advertising:
2.1. Advertising is restricted as per ISAF Regulation 20, but boats may be required to display advertising of event sponsors as permitted by Regulation 20

3. Eligibility and entry:
3.1. This regatta is open to all mono-hulled boats with a valid 2010 PHRF-NB rating certificate and for one-design, those classes that have at least five boats registered to race by the entry deadline. The registration deadline for all classes is noon, Wednesday 16 June. There is no membership requirement for this regatta.

3.2. Each skipper is responsible for ensuring that his or her boat is in compliance with the relevant class rules.

3.3. Entry is not considered complete unless accompanied by the appropriate entry fee.

3.4. Eligible boats may enter by completing the entry form on-line at http://nbya.org/shop/category.aspx?catid=5 to be received at NBYA by the deadline with the required entry fee. NBYA reserves the right to accept late entries that meet the original eligibility requirements subject to a $ 20.00 late fee. NBYA Membership Applications are available on the web at [urlhttp://nbya.org/shop/category.aspx?catid=4[/url].

4. Required Fees:
4.1. For the fully crewed NBYA PHRF boats the entry fee is thirty five dollars ($35.00) per boat (Thirty dollars ($30.00) for members of US Sailing)
4.2. For the Double and single Handed boats racing The Rainone Solo/Twin Race the fee remains at $25.00 WBYC member, $30, not WBYC member.

5. Schedule;
5.1 Warning signal and last race;
5.1.1. 1200 hours: Warning Signal for the first race for each day
5.1.2. 1600 hours: No race will be started after this time

5.2 A maximum of three (3) races per day are scheduled based on the conditions, of which one (1) will constitute a series for the purposes of awarding prizes. A distance race may be run for PHRF non spinnaker classes

6. Sailing Instructions:
6.1. Sailing Instructions will be online at http://nbya.org/phpbb3/viewtopic.php?f=3&t=131#p273 at least three days prior to the event. Those unable to obtain a copy online may pick up a printed copy at the NBYA office during posted business hours, after the online version is made available.

7. Racing Area:
7.1. The racing area shall be in the vicinity of the R8 off Warwick Neck in Narragansett Bay

8. Courses:
8.1. The courses and starting system will be included in the Sailing Instructions.

9. Scoring:
9.1. The Low Point Scoring System Appendix A2 of the Rules will apply.

10. Prizes:
10.1. Awards will be awarded for the first three places in each class at the NBYA Senior awards banquet

11. Disposal of Waste or Trash:
11.1. Boats observed discharging trash over the side shall either be disqualified, with a hearing, from all races sailed on the day the infraction is observed or be subject to other suitable disciplinary action, or both.


12. Safety Reminder:
12.1. A reminder to competitors: Narragansett Bay is a restricted channel and sailing vessels do not have the right of way over a vessel under power which may be restricted in her ability to maneuver
12.2. All competitors shall maintain an active listening watch on VHF radio channel 72 from the time of their approach to the race area until they depart the race area. (Race area shall be the area within 5 miles of the rendezvous location and all marks).

13. Disclaimer of Liability:
13.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority and the host yacht club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

1. RULES

2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located at the Barrington Yacht Club, posted on the official notice board located on the bulletin board outside WBYC and online via the NBYA Forum in the thread where the race documents are posted..

3. CHANGES TO SAILING INSTRUCTIONS
a. Changes to sailing instructions will be posted before 0900 on the day it will take effect, except any change to the schedule of races will be posted by 2000 on the day before it will take effect.

4. SIGNALS MADE ASHORE
a. Signals made ashore will be displayed at the Barrington Yacht Club, on the main flag pole.
b. When AP is displayed ashore, “1 minute” is replaced with “not less than 75 minutes” in the Race Signal AP.

5. SCHEDULE OF RACES
a. Three races are scheduled
b. First signal shall be at 1200
c. For Solo /Twin racers there shall be one race.
d. No warning signal will be made after 1600

6. RACING AREAS
a. RENDEZVOUS IS IN THE VICINITY OF R8 [OFF WARWICK NECK]

7. CLASS FLAGS
a. Class flags are as follows:

Double Handed Spinnaker (ST1) Number 1
Double Handed Non-Spinnaker (ST2) Number 2
Single Handed Non-Spinnaker (ST3) Number 3
PHRF spinnaker Number 5
PHRF non-spinnaker Number 7

b. For all competitors a class flag is requested to be displayed from the back stay, at least higher than the skipper’s head, when standing at the helm. This is not protestable by competitors.
c. This is the order of STARTS for the first race ONLY.

8. COURSES
a. For the Solo /Twin racers the courses are:
i. DH SPIN and DH NSPIN will sail: START [R8] to G"7" [P] Southeast of Quonset Point to R"2" [P] Northeast of Conanicut Point to R"8" [S] to GR Bell Ohio Ledge [P] and back to R"8" [FINISH] ~ distance = 15.92 NM.
ii. SOLO will sail: START [R8] to G"7" [P] Southeast of Quonset Point to R"2" [P] Northeast of Conanicut Point to R"8" [FINISH] ~ distance = 11.20 NM. All marks to be left to [P] PORT
b. FOR THESE BOATS ONLY, THE FINISH LINE IS CLOSED. A boat shall NOT cross either FINISH LINE, except when finishing, or after taking penalty under rule 44.2 or, after correcting an error made at the finishing line under rule 28.1,
c. For the fully crewed boats, courses will be either Windward-Leeward or Triangle.
i. No later than the warning signal the circle race committee signal boat will display the course,
1. The number of legs of the course.
2. The approximate bearing of the first mark (in degrees Mag.).
3. The approximate distance to that mark (Nautical Miles).
ii. Course indicators are
1. Windward – Leeward W
2. Triangle T
iii. Number after course indicator is number of legs.
1. Example
For a windward-Leeward course, twice around, with the windward mark at 205 degrees magnetic and 1.5 nautical miles:

iv. There may be different courses for different classes. If so, the course board will so indicate.

9. MARKS
a. All turning marks will be orange tetrahedrons.
i. For the distance Race marks shall be government marks.
b. The Starting mark will be an orange pin mark
c. The Finish mark will be a green tetrahedron.
d. For distance Race competitors finishing after the signal boat is off station, the The Finish mark for the distance races will be R8.

10. START AND FINISH
a. All starts will be in accordance with Rule 26.
b. The starting line will be between the orange flag on the signal boat and the starting pin, which will be to port of the signal boat facing to windward.
c. The finish line will be between the blue flag on the signal boat and the finish mark to starboard of the signal boat facing to windward.
d. Order of starts will be at the discretion of the Race Committee for all races after the first set, and posted before the warning signal.

11. RECALLS
a. Individual Recalls: The Race Committee will attempt to hail sail numbers of premature starters. Recalls may also be announced on VHF Channels as described in paragraph 16.2 below. The delay, failure to hail or broadcast the individual sail number of recalled boats shall not be grounds for redress. Failure to hear said hail or broadcast shall not be grounds for redress. This changes RRS 62.

12. PENALTY SYSTEM
a. Rule 44 will apply.
b. If a penalty is taken, this will be communicated to the Race Committee upon finishing and continued until acknowledged by the Race Committee.

13. CHANGE OF THE NEXT LEG OF THE COURSE
a. To Change change the next leg of the course, the race committee will move the original mark to the new location or lay a new mark, identical to the original, and remove the original mark as soon as practicable, or move the finish line as required.

14. TIME LIMITS
a. For the S/T classes the first boat in each class must finish by 1630 to constitute a race for that class. The Race Committee is not required to remain on station past 1700. Boats finishing after 1700 shall pass within 3 boat lengths of the final mark and record their own time as described in the prescription to Rule 34, which shall be reported to the race committee within 30 minutes from finishing. There is no time limit for this race.
b. For the two PHRF classes the time limit for each race shall be 2 ½ hours. The Race Committee may score all boats finishing more than 30 minutes after the first finisher in its class as DNF, only if the goal is to start another race, and conditions are suitable for racing.


15. PROTEST AND REQUESTS FOR REDRESS
a. Protest forms will be available at the protest desk at the Barrington Yacht Club or at West Bay Yacht Club
b. The protest time limit is 2 hours after the signal boat has docked at BYC.

16. SCORING
a. Scoring shall be in accordance with Appendix A of the RRS
b. There are no throw outs
c. One race for each class shall constitute a regatta.

17. SAFTY AND MISCELLANEOUS
a. The Narragansett Bay race area is considered a “Restricted channel” for commercial traffic restricted in its ability to maneuver. Sailors must comply with the International COLREGS when in proximity to commercial or privileged marine traffic. The Race Committee or Protest Committee, upon the report of information or observation of such an incident shall protest a yacht. This is in addition to the requirements of RRS 60.2 (a) and the preamble to Part 2
b. All competitors shall maintain an active listening watch on VHF radio channel 72 from the time of their approach to the race area until they depart the race area. (Race area shall be the area within 5 miles of the rendezvous location and all marks).
c. Any competitor disposing trash into Narragansett Bay shall be protested ONLY by the race committee or protest committee. This changes RRS 60.2 and 60.3

Registration Extension: NBYA Governor's Cup Regatta 19 Jun

To all Narragansett Bay Sailors;

The Governor’s Cup:

The committee has extended the registration time to noon on Friday, June 18, 2010.

With the weather prediction of light southwesterlys the races committee has decided to move the starting area to West of R8 ( off of Patience Island ) An amendment to the sailing instructions is being prepared and will be sent to all entrants tomorrow (17 June 2010).

Due to complications arising from getting a permit for save the bay, the post race party will be held at the West Bay Yacht Club, adjacent to Norton’s Marina in East Greenwich. Awards will still be given out at our annual Awards Banquet on Saturday, November 6, 2010.
