These events are being run under the authority of the Narragansett Bay Yachting Association (NBYA) and NBYA Junior Sailing Instruction Program.

 

1.             RULES:

The regatta will be governed by The Racing Rules of Sailing  2009-2012.

 

 Additional documents that govern the regattas include a complete entry form, and a signed waiver of liability and medical consent and release form.  It is the competitor’s responsibility to ensure the accuracy of its entry.

 

A competitor may not be protested for breaking a class rule requiring membership.  An Optimist competitor may not be protested for breaking the IODA class rule requiring a paddle.  This changes rule 60.1

 

                Optimist Green Fleet Rules are altered to allow trainer boats to be used in these events (only).

               

PFDs – US Coast Guard approved life jackets must be worn and be zippered at all times,                                     except when actively changing clothes.

 

A competitor may only be protested by the organizing authority or race committee for breaches of safety violations.  This changes rule 60.1

 

The penalty for breaches of other than Part 2 rules may be other than a DSQ at the discretion of the Protest Committee, and may include a warning.  This changes rule 64.1 (a)

 

ALCOHOL & DRUGS:

No contestant shall use, either on or off the water, alcoholic beverages or use any controlled substance, the possession of which is unlawful.  This regulation is in effect during the entire event, from the time of check-in through the completion of all activities and the departure from the premises.

 

2.             LIABILITY: 

Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for dam­age to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, and in accordance with Section 7-6-9 of the General Laws of Rhode Island, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.

 

3.             ELIGIBILITY & ENTRIES:  As per the Notice of Race.

                               

4.             NOTICES TO COMPETITORS:

                Any notices to competitors will be posted on the official notice board located at the host club.

 

5.             CHANGES IN SAILING INSTRUCTIONS:

Any change in the Sailing Instructions will be posted by 0915 hours and announced at the skippers meeting. Sailing Instructions may be changed on the water by verbal hail and acknowledgement of each sailor.

 

6.             SCHEDULE OF RACES:

                Schedule will be posted by 0830 hours and announced at the skippers meeting.

                No race will be started after 1600 hours.

               

7.             SKIPPERS MEETING:

                The Skippers Meeting will be at 0900 hours.

The class flags, racing area, rendezvous location, sequence of starts for each race circle, mark identification, for each class and division (as specified in the NOR) will be posted by 8:30 AM and announced at the skippers meeting.

If requested, classes will fly a provided color streamer from the head of their main sail or on top the Opti sprit as designated at registration.  If the fleet is divided into divisions or flights, the schedule and rotation will be posted by 0830 hours or 30 minutes prior to beach launch.

 

8.             SAIL BY:

                All boats must sail by the stern of the Race Committee Boat for their circle on Starboard tack, and be               acknowledged before the warning signal of the first class to start each day.  Penalty for breaking this rule is         as decided by the protest committee.

 

9.             COURSES:

                Appendix #1 to this Sailing Instruction illustrates the courses.

The course letters will be displayed with the class designator with or prior to the warning signal for each class.

                               

10.          THE START:

                Races will be started in accordance with Rule 26.

                The starting line will be between a staff displaying an orange flag on the Race Committee                                   signal boat and the starting mark or boat.

If a keep away mark is used, competitors shall not sail between the keep-off mark off the stern of the race committee boat and the race committee boat.  The keep off mark and its attaching line is defined as part of the race committee boat.

 Boats whose warning signal has not been made shall keep clear of the starting area and of all boats racing.

                A boat starting after three (3) minutes after her starting signal shall be scored DNS.

 

11.          CHANGE OF COURSE

                A change of course after the start will be as described in rule 33.

 

12.          THE FINISH:

The finish line will be between a staff displaying an orange flag on the race committee boat and opposite end finishing mark.

 

13.          TIME LIMIT:

                The time limit is one and one half (1 & 1/2) hours.

                Boats failing to finish within 15 minutes after the first boat finish, or after the time limit,                                       whichever is later, will be scored “Did Not Finish”.  This changes Rule 35.

 

14.          SCORING:

                The Low Point Scoring System, Appendix A of the racing rules will apply.

Multiple races are scheduled, of which no more than six (6) races will be conducted on any single day, two (2) races will constitute a series for the purposes of awarding prizes and qualification for subsequent events.

                Throw-Outs – If a competitor sails in five (5) or more races in one regatta,  he/she may exclude her                   worst score for that regatta.

               

15.          PENALTIES;

The Two (2) Turn Penalty, Rule 44.1, of the racing rules will apply.

All boats must report all their penalty turns to the Race Committee boat upon finishing. This changes

Rule 44.

 

16.          PROTESTS:

Protests shall be in writing (forms available from the Jury Secretary at the regatta site) and lodged    within one half (1/2) hour after the Race Committee boat docks for the fleet in which the protestor is sailing.        

The Protest Committee will hear protests in approximately the order of their receipt beginning as soon as possible.

Protest flags are required for all classes except the Opti Green Fleet.  This changes RRS 61.1(a).

 

17.          SAFETY

                A boat must notify the Race Committee of its intention to leave the racecourse if it chooses to                                          retire before the end of racing for the day.

The competitor must comply with any safety check or system in place at the host venue.  The penalty for breaking this safety requirement is any penalty the protest committee may decide, including disqualification for all races for that day.

 

18.          DISPOSAL OF WASTE OR TRASH:

                Boats observed discharging trash over the side shall either be disqualified, with a hearing, from all races        sailed on the day of the infraction is observed or be subject to other suitable disciplinary action, or both.

 

19.          REMINDER:

A reminder to competitors that Narragansett Bay is a restricted channel and sailing vessels do not have the  right of way over a vessel under power which may be restricted in her ability to maneuver.  The local host club, within the time limit of SI # 4, may post additional requirements.

 

20.           AWARDS PRESENTATION

                Awards will be presented after the Protest Committee completes all hearings.
